What is PPN 006?
PPN 006 is the UK government's Procurement Policy Note that makes a Carbon Reduction Plan (CRP) a condition of bidding for major public contracts. It replaced PPN 06/21 for procurements starting on or after 24 February 2025.
Who does it apply to?
If you are bidding for work with an in-scope public body and the contract meets the value threshold, the buyer can require a CRP as part of your tender submission.
- Central government departments, executive agencies and non-departmental public bodies
- Contracts worth £5 million or more per year (excluding VAT)
- Procurements advertised on or after 24 February 2025 — earlier ones fall under PPN 06/21
- Increasingly asked for by NHS bodies, local authorities and other public buyers by choice
What must a CRP contain?
The official template sets out six sections. Buyers check the document against this structure:
- A commitment to achieving Net Zero by 2050 or sooner
- Baseline emissions for Scope 1, 2 and the required Scope 3 categories
- Current reporting-year emissions on the same basis, using UK Government (DESNZ) conversion factors
- Emissions reduction targets, including interim milestones
- Carbon reduction projects completed, underway or planned
- Sign-off by a director or equivalent senior person, published on your website and updated annually
What changed from PPN 06/21?
PPN 006 is the successor to PPN 06/21 with an updated template and guidance. The core requirement — a published, board-approved Carbon Reduction Plan covering your emissions — is unchanged. If your tender documents were issued before 24 February 2025, check which policy the buyer is applying.
What happens without one?
Where a CRP is a selection criterion, a missing or non-compliant plan can exclude your bid at the first stage — regardless of how strong the rest of your tender is. Preparing one before you need it is the safest option.
